Technically by the rules no, but with that said, if it's thin/soft leather it very well could pass. I'd still get cloth covering as soon as possible.
Also, you still need to spell "author" properly in your name.

Regardless just go to Wal-Mart and spend less than $3 on fabric. It will work much better as an all-weather cover. Leather warps, molds and costs much more money than fabric. Leather just isn't the greatest choice for a shield cover when cheaper and more efficient materials are available.

Skeith did add something that I didn't though about the leather being worth way more than cloth. Seriously, just get cloth.
And fix your name. Please.

I will just chirp this in here, I spent $120 on a fancy upholstery grade leather shield cover and it passed just fine at Gates of summer '09 and at Rag 24. While it DID get more then a few looks and was checked over more then a cloth one would it passed. THAT SAID, don't do it... For the love of your wallet don't. Unless you have a whole half hide AND a very powerful leather sewing machine this will just not work. I thought it would be a cool idea... then I actually did it. Now I have a heavy shield cover that doesn't get used that cost me $120
