Most staffs I have seen are a pool/fun noodle with one layer of blue foam, and stabbies built like spear heads.
But, I have yet to built one myself. I want to, but I am too lazy for now.

Well, One inch would be best, no flex issue there. But, it could be alittle heavy if you're not carefull.
Bamboo would be good, if you make sure to get a really good peice. Otherwise you get something like what happened to that big sword of mine did.
Bandshoppe/ marching band flag poles are a great alternative, if you can afford them. Light weight, no flex, very sturdy. But I don't know anywhere local to get them. You'd have to order online.

Bandshoppe are AMAZING. My glaive has like.. zero flex and it's made of bandshoppe. However, since you've gotta order them online it's best to go in with several other people. That's what we did in MI.
I've not recalled seeing a tutorial for Quarterstaves, but I'd advise PMing Nyt. She has one that I'm fairly certain Oz made for her. She may be able to find what he used, if any tutorial or she can wrangle him into PMing you some construction tips.

The fiberglass poles on bandshoppe, right?
As far as constuction goes ... the tips would follow spear construction with 1/2 Nerf football ends and 18" cir. shaft padding and good courtesy shaft padding.
This would make an effective Blue/Green weapon correct?
Am I on the right track?

I actually have a very well-built quarterstaff that my husband made for me. It's solid, surprisingly lacking in funnoodle, and the stabby tips are solid because they are mounted atop of blue foam. I bring it out to battle on those days that I am feeling slow and needing the extra balance...
Maybe, just maybe, I'll convince that husband of mine to take some pictures of it while I have one of the sleeves off of it. It's getting some minor (very minor... after two and a half years) repair work done on it.
The only complaint that I've ever had is that it's sized for a woman's hand. Durh. It's sized for my hands because it's my baby... much like his scimitar is sized for his hands. Now the hammer... I bet I can wield that bish too.
